Osvaldo Soto García is the Chairman of the Puerto Rico Telecommunications Bureau, where he drives the strategic and regulatory vision for the island’s telecommunications sector. A attorney with more than a decade of public service experience, he combines deep expertise in telecommunications, public policy, and regulatory affairs at both the state and federal levels, along with broad experience across the communications industry. Prior to his current role, he served for five years as Associate Commissioner of the Telecommunications Bureau. He has also held senior executive positions in public affairs, including serving as Secretary of Public Affairs for both the Government of Puerto Rico and the Puerto Rico Senate. At the national level, he has represented Puerto Rico before the NTIA State Broadband Leaders Network and currently serves as the State Lead to the North American Numbering Plan Administrator (NANPA). Through these roles, he continues to position Puerto Rico as an active and strategic participant in key telecommunications policy and infrastructure initiatives.
